Eligibility Requirements for Canadian Immigration Programs

1. Express Entry Programs

Federal Skilled Worker Program (FSWP)
  • Minimum 1 year of paid skilled work experience (TEER 0, 1, 2, 3) in the last 10 years. 
  • Language proficiency: CLB/NCLC 7 (English or French). 
  • Educational credential: At least a college diploma or degree. 
  • Proof of funds (unless exempt). 
  • Score high enough on the CRS system. 
Federal Skilled Trades ( vocational: plumbing, electricians, electronics, construction workers, welders, truck drivers, chefs, etc.) Program (FSTP)
  • Minimum 2 years of full-time work experience in a skilled trade within the last 5 years.
  • Job offer from a Canadian employer OR a Certificate of Qualification.
  • Language proficiency: CLB/NCLC 4 or 5.
  • Ability to demonstrate skills and experience in the trade.
Canadian Experience Class (CEC)
  • Minimum 1 year of Canadian work experience (TEER 0, 1, 2, 3).
  • Language proficiency: CLB/NCLC 7 (TEER 0 & 1) or CLB/NCLC 5 (TEER 2 & 3).
  • No proof of funds required.

2. Family Sponsorship

The Family Sponsorship Program covers the following relatives

1.Spouse, Common-law Partner, or Conjugal Partner

  • To qualify, the relationship must be genuine and fall under one of these categories: 
  • Additional Requirements: The sponsored person must be at least 18 years old. The relationship must not be primarily for immigration benefits, If married, the marriage must be legally recognized in both Canada and the country where it occurred. 

2. Dependent Children 

  • A child can be sponsored if they meet the definition of a dependent child: 
  • Additional Requirements: The sponsored person must be at least 18 years old. The relationship must not be primarily for immigration benefits, If married, the marriage must be legally recognized in both Canada and the country where it occurred. 

3. Parents and Grandparents (PGP Program) 

  • This program allows sponsors to bring their parents or grandparents to Canada as permanent residents. 
  • The sponsor must meet the Minimum Necessary Income (MNI) based on their household size. 
  • Must sign an undertaking agreement to provide financial support for 20 years (10 years in Quebec).
  • Alternative Option: If a sponsor is not selected for the PGP, they can apply for a Super Visa, which allows parents or grandparents to visit Canada for up to 5 years at a time, with multiple entries for up to 10 years. 

4. Other Relatives (Only in Special Cases) 

  • In rare cases, a Canadian citizen or permanent resident may sponsor: 
  • They are under 18.
  • They have no living parents.
  • The sponsor is not receiving financial assistance from the government.
  • Sponsors must prove they have enough income to support their sponsored relatives. The exact amount depends on the family size and who they are sponsoring.
  • No Financial Requirement for Spousal or Dependent Child Sponsorship.
  • Minimum Income Requirement applies for Parent/Grandparent Sponsorship.

3. Provincial Nomination Programs (PNPs)

Ontario Immigrant Nominee Program (OINP):

Ontario offers several streams under the OINP, each with distinct criteria. One of the primary streams is the Human Capital Priorities Stream, which operates in alignment with the federal Express Entry system. Key requirements include: 

  • Candidates must have an active profile in the federal Express Entry system and qualify for either the Federal Skilled Worker Program or the Canadian Experience Class. 
  • They are under 18.
  • They have no living parents.
  • The sponsor is not receiving financial assistance from the government.

A minimum of one year of continuous full-time paid work experience (or the equivalent in part-time) in a National Occupational Classification (NOC) skill level 0, A, or B occupation within the past five years for Federal Skilled Worker Program applicants, or within the past three years for Canadian Experience Class applicants. 

A Canadian bachelor’s, master’s, or PhD degree, or an equivalent foreign credential with an Educational Credential Assessment (ECA) report.

A minimum Canadian Language Benchmark (CLB) level of 7 in English or French. 

Demonstration of sufficient funds to support themselves and their dependents. 

A genuine intention to reside in Ontario.

Saskatchewan Immigrant Nominee Program (SINP)

Saskatchewan’s SINP offers various pathways, with the International Skilled Worker category being prominent. Within this category, the Saskatchewan Express Entry and Occupations In-Demand streams have the following common requirements: 

  • Submission of an EOI to the SINP.
  • They are under 18.
  • They have no living parents.
  • The sponsor is not receiving financial assistance from the government.

At least one year of work experience in a high-skilled occupation (NOC 0, A, or B) related to their field of education or training. 

A minimum of a Canadian post-secondary diploma or degree, or an equivalent foreign credential, with an ECA report.

A minimum CLB level of 4, though higher proficiency may be required depending on the occupation or employer requirements.

A minimum score of 60 out of 100 on the SINP point assessment grid, which evaluates factors such as age, education, work experience, language ability, and connections to Saskatchewan. 

Proof of sufficient funds and a settlement plan. 

Manitoba Provincial Nominee Program (MPNP)

Manitoba’s MPNP includes the Skilled Worker Overseas Stream, which targets individuals who have the skills and training needed in the local labor market. Key eligibility criteria encompass

Applicants must demonstrate a strong connection to Manitoba through: 

  • Support of Family or Friends: Close relatives or friends who are permanent residents or citizens of Canada and have resided in Manitoba for at least one year.
  • Previous Education or Work Experience: Completed post-secondary education or at least six months of continuous full-time employment in Manitoba.
  • Invitation to Apply: Received directly from the MPNP as part of a Strategic Recruitment Initiative.
  • They are under 18.
  • They have no living parents.
  • The sponsor is not receiving financial assistance from the government.
A minimum score of 60 out of 100 on the MPNP points assessment grid, which evaluates factors such as age, education, work experience, language proficiency, and adaptability.

A minimum CLB level of 4, though higher proficiency may be required for certain occupations. 

Proof of sufficient funds to support themselves and their dependents upon arrival in Manitoba.

4. Business Immigration

Start-Up Visa
  • Innovative Business Idea: Must have an innovative business idea that can compete on a global scale.
  • Letter of Support: Must secure a commitment from a designated organization (venture capital fund, angel investor, or business incubator).
  • Ownership Requirements: Up to 5 applicants can apply together, but each must own at least 10% of the voting rights, and the designated organization + applicants must jointly own more than 50%.
  • Language Proficiency: Minimum CLB 5 in English or French.
  • Settlement Funds: Must show proof of sufficient funds to settle in Canada.

5. Atlantic Immigration Program

  • This program helps employers in Atlantic Canada (Newfoundland and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick) hire skilled workers and international graduates.
  • Job Offer: Must have a full-time, non-seasonal job offer from a designated employer in Atlantic Canada.
  • Work Experience: At least 1 year of full-time work experience (1,560 hours) in the past 5 years in a TEER 0, 1, 2, or 3 occupations (unless applying as an international graduate).
  • Education: If applying as a skilled worker: A Canadian secondary (high school) diploma or foreign equivalent with an Educational Credential Assessment (ECA). If applying as an international graduate: Must have completed a 2-year program in an Atlantic province.
  • Language Proficiency: Minimum CLB 4 in English or French.
  • Settlement Funds: Proof of funds unless already working in Canada.
  • Intent to Settle: Must intend to live in the Atlantic province where the job is located.

6. Rural Renewal Stream (Alberta)

  • This community-driven program allows small rural and northern communities to attract skilled workers.
  • Job Offer: Must have a full-time, permanent job offer from an employer in one of the participating communities.
  • Work Experience: At least 1 year of full-time paid work experience in the past 3 years (unless applying as a recent graduate).
  • Education: A Canadian high school diploma or equivalent with an ECA if studied outside Canada.
  • Language Proficiency: Based on the job’s TEER level: TEER 0, 1: CLB 6 TEER 2, 3: CLB 5 TEER 4, 5: CLB 4
  • Settlement Funds: Must show proof of settlement funds unless already working in Canada.
  • Community Recommendation: Each participating community has its own specific requirements and must recommend the candidate.
  • Intent to Live in the Community: Must plan to live and work in the recommending community.

7. Agri-Food Pilot

  • A program for experienced workers in meat processing, greenhouse, animal production, and mushroom farming industries.
  • Job Offer: Must have a full-time, permanent job offer from a Canadian employer in the agri-food sector.
  • Work Experience: At least 1 year of non-seasonal work experience in one of the eligible occupations within the past 3 years.
  • Eligible Occupations: Meat processing (butchers, industrial butchers, food processing laborers), Greenhouse, nursery, and floriculture production, Animal production (including dairy, poultry, and hog farming)
  • Education: Minimum high school diploma (Canadian equivalent required if studied outside Canada).
  • Language Proficiency: Minimum CLB 4 in English or French.
  • Settlement Funds: Required unless already working in Canada.

8. Caregiver Pilot

  • The Home Care Worker Immigration Pilots will provide a direct pathway to permanent residency for eligible caregivers upon their arrival in Canada. Permanent Residency Upon Arrival: Unlike previous programs, qualifying applicants will receive PR status immediately after landing in Canada. The program is designed to reduce waiting times and streamline immigration for caregivers.
  • Job Offer: Applicants must have a full-time, non-seasonal job offer in the home care sector. The employer can be a home care agency, healthcare institution, or a private household.
  • Work Experience: Relevant work experience in home care is required. The job should involve caring for children, seniors, or persons with disabilities.
  • Language Proficiency: Minimum Canadian Language Benchmark (CLB) level 4 in English or French.
  • Education: A Canadian high school diploma or equivalent foreign credential.

9. Refugee & Humanitarian Applications

  • Making an Asylum Claim from Within Canada
  • People already in Canada can claim refugee protection at:
  • A Port of Entry (airport, land border, or seaport)., An Immigration, Refugees, and Citizenship Canada (IRCC) office.
  • To qualify as a Protected Person in Canada, the applicant must prove:

10. Quebec Skilled Worker Program (QSWP)

To be eligible, applicants must meet minimum selection criteria based on a points-based system. Points are awarded for the following factors:

1. Education (Maximum 14 points)
Higher points for diplomas obtained in Quebec or equivalent foreign credentials in high-demand fields.
At least six months of full-time skilled work experience in the past five years.

Younger applicants receive more points:

  • 18-35 years old → 16 points
  • 36+ years → Points gradually decrease

French is mandatory. Higher points for advanced proficiency. English can provide additional points but is not mandatory.

TEF Canada or TCF Quebec tests are required for French.

Having studied, worked, or visited Quebec can increase points.
A job offer outside Greater Montreal earns more points.
Spouse’s education, work experience, and French skills contribute points.

Must sign a declaration proving financial self-sufficiency. 

More points for dependent children under 19.
  • Application Process 
  1. Submit an Expression of Interest (EOI) in Arrima (Quebec’s immigration portal).
  2. If selected, receive an Invitation to Apply (ITA) for the Certificat de sélection du Québec (CSQ).
  3. Once the CSQ is obtained, apply for permanent residence with the federal government.

11. Quebec Entrepreneur & Self-Employed Programs

These programs are for individuals who want to start a business or become self-employed in Quebec.
Quebec Entrepreneur Program

Business Plan: Must submit a business project demonstrating feasibility and economic impact.

Financial Requirements:

  • Stream 1: Must get financial support from a designated incubator, accelerator, or university entrepreneurship center.
  • Stream 2: Must have at least CAD $900,000 in net assets and invest at least CAD $200,000 in the business.
  • Work Experience: At least 2 years of experience as a self-employed worker in a field related to the intended business.
  • Financial Requirements: Must have at least CAD $100,000 in net assets.
  • Deposit Requirement: Must provide a start-up deposit of CAD $25,000 (if settling outside Montreal) or CAD $50,000 (if settling in Montreal).

Temporary Residence Applications

  1. Study Permits
    • Acceptance letter from a Designated Learning Institution (DLI).
    • Proof of funds.
    • Ties to home country to show intent to leave after studies.
  2. Work Permits
    • Job offer from a Canadian employer (if required).
    • LMIA (if applicable).
    • Meet specific work permit conditions.
  3. Super Visas
    • Child/grandchild must be a citizen or PR.
    • Medical insurance.
    • Meet income threshold.
  4. Visitor Visas
    • Proof of financial support.
    • Strong ties to home country.
  5. Post-Graduation Work Permit (PGWP)
    • Completed a program at an eligible DLI.
    • Applied within 180 days of graduation.
